Catalyzes the 3'5'-hydroxylation of naringenin and eriodictyol to form 5,7,3,'4',5'-pentahydroxyflavanone and 3',5'-hydroxylation of dihydrokaempferol and dihydroquercetin to form dihydromyricetin.
